Regional Innovation Plan
The Brussels-Capital Region can count on an excellent fabric of universities and companies and on a wide range of high quality public and private tools which contribute to regional development. Despite the budgetary context, it is also in Brussels that the growth of R&D credits has been the highest in Belgium over the past 10 years.
In addition to the research policy, in the strict sense of the term, with Innoviris as the central agency, the Brussels Regional Investment Company (S.R.I.B.) invests in the financing of
innovative companies, Citydev has set up hosting and incubation structures, the Brussels Enterprise Agency (Impulse) coordinates several sectoral centres and helps companies to participate in European programmes. Alongside this, many academic initiatives and federations participate in the research policy.
In order to support regional potential and encourage these different stakeholders to contribute to economic growth and employment, the Region has set up a Regional Plan for Innovation (PRI) for the 2006 to 2013 period. The renewal of this PRI will be on the agenda at a later date, namely under the forthcoming regional legislature.
However, in the shorter term, it is important to put the Region in a position to benefit to a maximum extent from the leverage effect of European policies at a time when major changes are being announced. One of the main challenges consists of stimulating the participation of SMEs from the Region in European programmes. The European programme "Horizon 2020" follows on from the 7th Framework Programme for R&D as of 1 January 2014. Furthermore, the European Commission is calling for an increase in the number of projects in favour of research and innovation in the frame of the new draft of the structural funds.
This was the context in which the Minister in charge of the Economy, Employment and Scientific Research initiated a Peer Review of research policies in May 2011, and then decided, at the end of 2011, to launch an updating of the regional strategy for research and innovation.
